I can't see the £7 burger vans being happy with cheeper food being sold next door.

That is somewhat curious given the mention of nominal pitch fees as the expensive pitch costs for the paddock catchment area are a big and corresponding part of the prices there for food n drinks various, my late Dad used to supply a couple of the vendors with meat products and the gig was the first week covered the fortnightly outlay and 2nd week was hopefully profit - weather and footfall depending. It would be of no surprise or shock to me if the Govt Goons effectively undersold the paddock vendors under the doublespeak guise that St Ninians is a different footfall or retail enmvironment.
