Next weekend MotoGP cancelled due to virus. Moto2 and 3 will take place as riders already there.

not really sure I understand that
I understand the moto gp crews would need to travel
but the risk is the same for moto2 and 3 as it is for the others

It's about travel restrictions, Moto 2 & 3 teams are already in Qatar - Motogp teams are not.

REVISED time schedule: Grand Prix of Qatar


Check out the updated schedule as Moto2™ and Moto3™ kick off their seasons at the Losail International Circuit

Moto2™ and Moto3™ will begin their 2020 seasons at the Grand Prix of Qatar this weekend as we get set for what promises to be a great weekend of two-wheel action in the intermediate and lightweight classes.

The revised time schedule for Friday, Saturday and Sunday can be seen below, with the Moto3™ race starting at 16:20 local time and Moto2™ race at 18:00.
