Here is a copy of the page that greets people immediately after they click on the button to register for the Forum.
This page has been in existence for quite some period of time and is not a new introduction, as some people may think.
People are shown this page, before they even enter and gain full access to the Forums, and thereafter enables them to read the complete Terms & Conditions that are posted all around the Forum
I think it is clear enough, that what is stated here is compliance to the "General" T&C's of the Forum, once that button that says "I Agree" is activated.
This is the Stop & Think moment. Click that button to Register and you fully accept to comply with the Forum T&C's.
You don't want to accept the "General" T&C's as stated here, then GO BACK and don't come into the TTWebsite Forums.

"Specifies" = As in the complete Terms & Conditions posted around the Forums
