Received the following info from the owner of the picture, didn't know it was Dennis Quinlan's when I posted it.
"Hello Bill,
You may remember me the Aussie Velo man.
The photo you got from Dave came from me ( attached)...I have the original small print.
When I posted it on my blog, below, it was from a scanned image and I'd neglected to add the riders name on the .jpg picture & couldn't easily find the original print at the time.
I've now located it, a small 3 1/2" x 2 1/4" print and on the back is the following pencilled information...
"No. 20, H. Pennington's (350 Norton) near Windy corner, result of frame breaking on second lap, 1937 Junior race..."
