I suspect there's a long running dispute between some locals and the organisers. Obviously, someone didn't want it to run.
Shame it cannot get resolved as it'll end up another one that's gone into the memory banks.

I suspect the whole story is not being told, some vital details missing in relation to the Queen's death and certain elements who see the running of the races at this time as disrespectful (in their view).
All the marshals wore black armbands and practice/qualifying was delayed until after the nationwide bell ringing at noon.
