Well said - scrutineers are usually one of the legion of volunteers doing thankless tasks to get a race meeting underway - mainly for the love of the sport.

I've never been asked anything about the bikes performance - they only look at making sure the cycle parts are in good enough order that it's safe to ride. 

My recollection of any sort of performance related appeal was that it had to be raised by a fellow competitor.

I thought I'd read something that inferred that it was as a result of a complaint by others. Which is only to be expected at this level.

That rule i metioned was taken from the 2023 rules, TT rule, 9.3. Carbon fibre or carbon composite wheels are not allowed, might give you a clue.

If you read the rules fully, the superstock allow carbon wheels if oe and the superbike/senior do not allow carbon wheels.... At the TT

I think in summary the TT rules are :

SuperStock , carbon wheels OK

SuperBike/Senior , carbon wheels Not OK .

The wheel rules for the TT superstock race

29.13. Carbon Fibre / composite wheels are permitted only when fitted as original equipment on the homologated machine and have been certified by the manufacturer as “Fit for purpose” for racing use on the TT mountain course. Optionally, these may be replaced by an alternative ALUMINIUM wheel from the same manufacturer or an aftermarket racing wheel supplier. In any case they must be of the same diameter and rim width as the Carbon Fibre / composite wheel they replace and weight must be no lighter than the homologated composite wheels.

Also no wheel changing during the race
