Fair bit of work here, to no definite result I'm afraid.

To begin with, I assumed that it's a race photo, since side numbers are not normally fitted in the TT or Manx practising.

It's an early ohc Norton with a Carroll engine - hence 1932 or later.

Looked at MGP first of all - Nortons with number 20, 1932 to 1938 inclusive (didn't run in 1939).

1932 Senior - J Pattison, off at the Bungalow. However, it was a very wet race, and in our photo, the sun shines. So, unlikely.

1933 - none

1934 Junior - R A Edwards, 23rd

1935 Senior - Dennis Parkinson, 20th

1936 - none

1937 Senior - J K Boardman, 8th

1938 Senior - L B Cherriman - non-starter (NOT as the result of a huge accident!!)

On to the TT, 1932 to 1939 inclusive.

1932 - none

1933 Junior - Jimmy Guthrie, 3rd

1934, 1935 - none

1936 Senior - Noel Pope, 5th

1937 Junior - Henry Pinnington, retired lap 2. I think that if it had been such a huge off, the contemporary papers would have noted this - they didn't!!

1937 Senior - John White, 3rd

1938 Junior - Eric Oliver, retired last lap with broken primary chain

1939 - none.

Post-war:

1947 TT - none
1948 TT Senior - Javier de Ortueta, retired lap one at Hillberry - no crash mentioned in the magazines.

I have no record of starting numbers in the 1946, 1947 or 1948 MGPs, so cannot comment.

I think it unlikely that such an old lady would be raced as late as 1939, never mind after the war.

Looks like the only possibility is Pattison in the 1932 Senior Manx, but then only if the sun came out later in the day!!
