It very often happens when people in authority make a major mistake; they are loath to front up and say they blew it.
What we are experiencing currently is a piecemeal withdrawal from one of the most disastrous undemocratic decisions in the history of the TT.
The fact that they cannot come out and say clearly what this third recision of the rules means in plain English is again indicative of the ongoing campaign of obfuscation to cover their retreat that has been going on since they dropped that massive TT course licence clanger.
Why can't they just come off it and abandon the whole stupid insurance fuelled fiasco?
