People in the DED (not the politicians but civil servants), along with the "consultants", sold the MHKs a Bill of Goods and the poor saps hadn't the wit to see that they were being conned. The only people for whom this deal will be successful (financially, of course) will be the consultants plus, possibly, (allegedly?) one or two of the aforementioned CSs.
