I can see where you are coming from, but IMHO:
it would be almost impossible to police (who/how could tell what parts are 'original', plus the European Parliament could take years to decide on the definition of 'original'!), would everyone have to allow the whole machine to be stripped for examination and who would pay the costs of that?
Much though I agree that age has some advantages, it cannot be a measure of performance - would a 1968 MV500-3 be given a kinder handicap than a 1970's Bonneville?
