I use Google/Picasa for my pics. They can b easily set to public or private. Even if a picture is in a private folder, I can still post it for every one to see with a direct link.
in the link for the above picture, there is text "....vN0/ s480/IMG_8644.JPG" I can manually change the size of the inserted picture by changing the value s480 to for example s1024, s640 and so on..

Just tried that it didn't work for me.
Have been trying to get my head around PPI, DPI, Apple Pie, file size When I resize to 72 resolution with PSE all I get is a very small pic with large pixels
I just tried resizing the original photo to 72dpi in my photo editing software, and this is the result, looks ok to me and file size is quite small.
If I resize the picture size first, and then change the dpi to 72 I finish up with a tiny picture with huge pixels just as Rutolander.
