Twice in the laps leading up to the incident Rossi's left leg came off the peg and flicked outwards - a balancing act brought on from pushing hard in their duel. That it should again come off the peg and flick out after having been bumped shouldn't really be a surprise to anyone.

To me it looks as if he has pushed (not kicked) with his knee to move Marquez away after Marquez has made contact. It was a complete fluke that this caught the Honda's brake lever and caused the fall.

I'd say it was a 'racing incident' with no forethought or planning. The penalty seems harsh.
